Why are IBM servers such a pain to rack...

I use to work at a Hosting facility and did a lot of racking. Anytime I had to rack an IBM device it took at least a half hour of going through the manual and putting screws into the rails. Whenever I racked a Dell or HP server it took 5 minutes to clip the rails (no assembly or screws required) and rack the server. So why doesn't IBM have easier rail kits? Do they make it difficult so that customers need a CE or is there a patent that prevents them from using an easier system?
