Does anyone know if and where there is a database that people in IBM land can submit serial numbers to acquire configuration information?

Yes there is, assuming that only IBM CEs have ever touched the kit its usually accurate.

Its also available to business partner - but the format isn't human readable.

Well for a start you need to be a decent sized company that will resell IBM kit, and then you have to meet a whole bunch of IBM standards.

For local info contact IBM where you are based.
