Yes. In the old days of the Regatta p690 they took about an hour to start from power up. Newest p595 that share some of the same technology like IO Drawers and PCI adapters in the rear part can take that amount of time (and even more) when starting from power on up to activating each LPAR. If your LPARs have SAN connections it can take a long time to check every path. What i have done sometimes when troubleshooting is to disconnect Fibre Channel adapters to speed up the startup.
So unless some error messages are logged, your p595 is taking what it needs to start.
Want to help in the startup process ??. Maybe some reordering or the LPAR startup secuence having in account the ammount of desired memory in the default profile might help.
