I think you've hit the classic chicken and egg problem I think.
You need to boot the VIO Server to see the disk, but to to see the disk you need to install an additional device driver (I think) which you can only do when the VIO is installed!
I have no experience on this - I insist that all VIOS are on local disks (sorry to keep harping on about it - but its the way to work).
